I've come to the conclusion that IE 10 and 11 are broken. I've had to remove both of them from several of our Win7 workstations and leave IE 9 in place with "no auto updates allowed". That has solved most of my IE user complaints. However 10 and 11 won't work on those sites, 9 will! Suggest doing either a reinstall or repair of IE or doing a full reinstall of the machine.
With viruses sometimes some of the most basic things get taken away and only option is to do a fresh install to make sure everything is back to working how it should be. It may or may not be able to fix IE. I would try some other quicker things first as SFC takes some time to run. Not a bad idea to run it though in case there are other problems you haven't discovered yet with the OS. Possible Windows Defender issue. Had this happen a couple of times in the past.
